Aaron Horner

Deputy Executive Director of External Affairs

Aaron Horner joined the Office of Homeland Security in the position of Deputy Executive Director for External Affairs in January 2008.  His public service career began over 15 years ago when he worked as a Congressional Page for the Honorable Ron Mazzoli.  He went on to graduate from the University of Kentucky with a major in Leadership/Public Policy. 

Aaron’s first post within state government was in the Revenue Cabinet, where he began as a principal assistant and later moved on to serve as Director of the Division of Technical Support in the Department of Property Valuation. 

Most recently, Aaron served as District Representative for Kentucky’s Third District Congressman, where he was responsible for transportation, Army Corps of Engineers, and labor issues.

Will Carle

Executive Aide

Will Carle serves as the Executive Aide to the Director of Homeland Security.  In this capacity he is charged with making the agency more external in its function and accessible as a resource for state legislators, elected officials and local first responders.  Will is also active in his community, volunteering his time with organizations such as Boys & Girls Clubs of Kentuckiana, Catholic Charities and Habitat for Humanity.  Will is a native Kentuckian, and a proud Louisvillian.

Jacklynn A. Otis

Outreach Preparedness Coordinator

Jacklynn serves as the Outreach Preparedness Coordinator for Homeland Security, focusing on the Citizen Corps Program and various other community outreach activities.  Jacklynn has a Master’s Degree in International Relations from the University of Kentucky’s Patterson School of Diplomacy and International Commerce. She received her undergraduate degree from Georgetown College in Georgetown, KY.  Her professional background includes Congressional office experience, management in the private sector, and grant writing and research.  Jacklynn is a native Kentuckian originally from Ashland.  She currently resides in Lexington.

Antonia Lindauer

Public Information Officer

Antonia Lindauer is the Public Information Officer for the Office of Homeland Security. Ms. Lindauer graduated from Centre College with a B.A. in Religion.  Prior to joining state government, she held positions in the Louisville Mayor’s Office, where she focused on intergovernmental relations, and Kentucky’s Third Congressional District Office, where she specialized in education and immigration issues. 

Ms. Lindauer is a native Louisvillian with a range of community involvement in her hometown.  She serves on the Board of Trustees for her historic neighborhood’s association, and is a committee chair for its annual spring art fair.  She has also enjoyed being a volunteer reading and writing tutor in the Jefferson County Public School system.
